The Imo State House of Assembly, operated from a temporary site at Ama JK within the premises of the Owerri Municipal Council, in a building which later housed the Armed Robbery and firearms Tribunal.
The history of the Assembly dates back to October, 1979 in the old Imo
State comprising the present Imo, Abia and Ebonyi States, during the second Republic which lasted from
1st October, 1979 to 31st December, 1983.
1979 - 1983
On October, 2nd 1983, the first Imo State Legislature was inaugurated by the State Government, His Excellency, Chief Samuel Onunaka Mbakwe. The Imo State House of Assembly, operated from a temporary site at Ama JK within the premises of the Owerri Municipal Council, in a building which later housed the Armed Robbery and firearms Tribunal. At the inauguration of the House, Rt. Hon. Barr. Gideon Atuloma emerged the Speaker of the House; while Hon. Okechukwu Okaibedi was elected his Deputy. At the expiration of the first House by the end of September, 1983, the second House took off early October, 1983, with Hon. Barr. S.N Onyeama as Speaker; while Hon. Barr. Anomnachi became his Deputy. The tenure of this House was very short as the democratically established institutions were dissolved on 31st December, 1983, with the over throw of the governments by General Muhammadu Buhari.
1991 - 1992
The Imo State Legislature stayed in Limbo due to the Military rule in Nigeria, until January, 21st 1992. In line with the transition programme of General Ibrahim Babangida, on December, 23rd 1991, the Imo State House of Assembly permanent site, as presently located now-off Port-Harcourt Road, Owerri, was commissioned by then the then Head of State, General Ibrahim Badamasi Babangida (with Anthony Emeluwa Oguguo as the Military Governor of Imo State) in preparation for the third Republic. In 1992, another Legislative House was inaugurated, with Rt. Hon. Chief Maxwell Duru elected Speaker while Hon. Okechukwu Dike was elected Deputy Speaker. Hon. Chief Jones Uzoka was appointed Majority Leader, Hon. Nkem Nwankwo Jnr., Majority Chief Whip, Hon. Barr. C.O.C Mgbahuru was appointed Minority Leader while Hon. Barr. Soronnadi Njoku, was also appointed Minority Whip.
1993
Following the annulment of the June, 12, 1993, Presidential election, the Legislature was sacked on November 17th , 1993, by General Sani Abacha who also dismantled all other democratic structures established during Babangida’s transitional programme.
1999

The Imo State House of Assembly, was scheduled to be inaugurated on June 2nd 1999, the Principal Officers of the 27 Members House were elected/appointed and the House was inaugurated on the 8th June, 1999 during the administration of His Excellency Achike Udenwa as the Governor, Rt. Hon. Barr. Noel Agwuocha Chukwukadibia, who represented Ahiazu Mbaise State Constituency, was elected Speaker, while Hon. Jonathan Ogu Onyeama, who represented Nkwerre State Constituency, was elected Deputy Speaker. Hon. Stanford Onyirimba representing Ehime Mbano was appointed Majority Leader by the party. Hon. Barr. C.M.C Onuoha, representing Isu was appointed Minority Leader. Hon. Steve Orji, representing Orlu was appointed Majority Chief Whip while Hon. Dr. Sam Emeka Ukaegbu, representing Ikeduru was appointed Minority Whip. Other Officers of the House were; Hon. Ernest Ibejiako, representing Owerri Municipal as Deputy Majority Leader; Hon. 2001 - 2003
In September, 2001, there was a change in the Leadership of the House, during which Rt. Hon. Barr. Nnaemeka Maduagwu, representing Owerri North was elected Speaker and Hon. Oliver Akpaka, representing Nwangele became Deputy Speaker. In August, 2002, another change in leadership took place and Rt. Hon. Barr. Godfrey Dikeocha representing Aboh Mbaise was elected Speaker. The 1999 – 2003 Legislative House wound up on 2nd June, 2003. Following the 2003 elections, another House of Assembly was inaugurated and sworn-in on 4th June, 2003. Rt. Hon. Barr. Kelechi Kennedy Nwagwu, representing Ikeduru was elected Speaker, Hon. Chief Chuma Nnaji, representing Njaba was elected Deputy Speaker. Hon. Chief Stanford Onyirimba, representing Ehime Mbano was appointed Majority Leader, Hon. Dr. Peter Ukaigwe, representing Orlu, Majority Chief Whip. Hon. Alex Emeziem, representing Aboh Mabise Deputy Majority Leader while Hon. Ngozi Ogbu representing Okigwe became the Deputy Chief Whip. However, in November, 2003, Hon. Barr. Dan Nwagwu representing Obowo became the Majority Leader following the resignation “of Hon. Chief Stanford Onyirimba as the Majority Leader.” During this House, Hon. Egwuogu Agaptus representing Isu died in active service and was replaced by Hon. Innocent Onwuemenyi.
2011 - 2018

2011 - 2015
The 7th House, 3rd Assembly (2011 – 2015) came into being after the 2011 elections in Imo State. The House was inaugurated on the 7th day of June, 2011 with Rt. Hon. Benjamin Uwajumogu, representing Ihitte Uboma State Constituency, emerging as the Speaker and Hon. (Pharm) Donatus Ozoemena, representing Oru West, as Deputy Speaker. The 8th House, 3rd Assembly, after 2015 election in Imo State, was inaugurated on the 11th day of June, 2015 with Rt. Hon. Acho Ihim, member representing Okigwe State Constituency as the Speaker and Rt. Hon. Ugonna Ozurigbo, member representing Nwangele State Constituency as the Deputy Speaker.
2019
Tuesday, 28th May, 2019, following the change in the leadership of the House, Hon. Lawrence Duruji. Member representing Ehime Mbano State Constituency, emerged as the Speaker and Hon. Chika Madumere, representing Nkwerre State Constituency as Deputy Speaker. However, following the resignation of Hon. Lawrence Duruji as Speaker, Hon. Chinedu Offor, member representing Onuimo State Constituency emerged as Speaker on the 30th of May, 2019 until 11th June, 2019. The present House which is the 9th House, 3rd Assembly, was inaugurated on the 13th day of June, 2019 after the 2019 election in Imo State with Rt. Hon. (Dr.) Chiji Collins, representing Isiala Mbano State Constituency as the Speaker and Hon. (Barr.) Okechukwu Onyekanma, member representing Mbaitoli State Constituency as the Deputy Speaker.
On Tuesday, 18th June, 2019, the following Principal Officers of the House emerged from their party caucuses:
(i) Hon. Chigozie Nwaneri, member representing Oru East State Constituency became the Majority Leader.
(ii) Hon. Tochi Samuel Okereke, member representing Ngor Okpala State Constituency was the Majority Chief Whip and Hon. Paschal Okolie, member representing Orlu State Constituency was the Deputy Majority Chief Whip.
(iii) Hon. (Barr.) Innocent Arthur Egwim, member representing Ideato North was on 24th March, 2020 appointed the Chief Whip of the House. While Hon. Eddy Obinna, member representing Aboh Mbaise State Constituency, emerged as the Deputy Chief Whip same day.
On Wednesday, 19th June, 2019, Hon. Uju Onwudiwe, member representing Njaba State Constituency, emerged as the Deputy Minority Leader while Hon. Ekene Nnodumele became the Minority Leader.
2000
There were further changes in the House leadership when Hon. Chigozie, member representing Oru East State Constituency on Tuesday, 24th March, 2020, resigned as the Majority Leader and Hon. Uche Ogbuagu, member representing Ikeduru State Constituency was appointed the Majority Leader of the House. Following another change in the leadership of the House, Hon. Okechukwu Onyekanma, member representing Mbaitoli State constituency was replaced as Deputy Speaker, on Tuesday, 24th March, 2020, by Hon. Chyna Amara Iwuanyanwu, member representing Nwangele State constituency. Hon. Anyadike Nwosu, member representing Ezinihitte Mbaise State Constituency became the Minority Leader on Thursday, 23rd April, 2020. On the same date, the following changes were made in the Leadership of the House:- Hon. Frank Ugboma, member representing Oguta was appointed the Deputy Minority Leader, Hon. Solomon Anukam, member representing Owerri Municipal Council became the Minority Whip while Hon. Philip Ejiogu, member representing Owerri North was appointed the Deputy Minority Whip. Consequent upon the change in the leadership of the House on the 13th of November, 2020, Rt. Hon. Paul Emeziem emerged as Speaker.
2021
On the 8th July, 2021, Hon. Innocent Arthur Egwim was replaced as the Chief Whip of the House by Hon. Prince Obinna Okwara, member representing Nkwerre State Constituency. Further changes in the leadership of the House took place on the 8th of November, 2021 when Rt. Hon. Kennedy Ibe was sworn in as the new Speaker after the Speaker Protempore, Hon. Uju Onwudiwe paved the way for his election as Speaker. On Tuesday, 7th December, 2021, Hon. Obinna Okwara, member representing Nkwerre State Constituency was replaced as the Chief Whip by Hon. Chigozie Nwaneri, member representing Oru East State Constituency. That is the position of the 9th House till date
